Edit 2: K, so the PSP port of Street Fighter Alpha 3 Max has some tiny text in the background of the intro to the arcade campaign saying he's from the U.S.S.R. But stages like Big Factory got the hammer and sickle removed in releases like Ultra Street Fighter II: The Final Challengers (2017). This is actually more complicated than I thought it would be.
