The default censure list is simply the servers the "default" 3 servers have censures. It doesn't mean these instances are all the same. It's just means one or more of those 3 has dislikes that specific instance. The point of reference (i.e. those 3 servers) can be changed on the top. E.g. if you remove lemmy.world as a point of reference, hexbear won't appear in the censure list anymore.
The onus is on the user/instance admin, to select which instances should be used as the point of reference so see who should be censured.
A censure is a completely subjective negative judgement from one instance to another. Effectively signifying that instance A "disapproves" of instance B. The reason for this can be anything.
An instance can censure any number of instances and be censured by any number of instances
So not an exhaustive list of instances that blocked it.
