The US isn't a neoliberal hellscape because no sufficiently visionary leader has stepped forward to change that, its because the material conditions there make neoliberal hellscapery unavoidable. Things are steadily worsening and that could lead to a growing class consciousness but the empire would have to sufficiently weaken enough that the treats cut off before that would happen.
If Biden did what you suggest he would have an unfortunate stroke that night and Kamala would give a saddened speech about his sudden cognitive decline before getting destroyed in the next election and things would go back to business as usual.
