Japan has a historical record of being uncompromisingly ethnocentric and as someone whose family suffered through the consequences of this ethnocentrism, I believe that I am reasonably suspicious of the state that inherited much of its administration from the Japanese Empire.

My opinion on Japan is based on meeting and knowing dozens of Japanese people during my life, hearing racist statements, and reading about Japan's history and current attitudes.
For a while I was taught Japanese by a Japanese man who told a good friend of mine that Koreans are stupid and Chinese people are dirty. He said it very casually because my friend was also Japanese.
Most Japanese people I know are really nice and don't express any overt racism. The same is true of most people.
I've personally known quite a few black folks who said racist things against Asians, yet I don't make blanket statements about how black people are racist

The grounds for the modern idea of "asians are so racist" feel like mostly a kind of surprised reaction to the racism and discrimination still preservering inside a supposed ethnostate. It's mostly because we take western ideas of "racism amount" to a different context and get surprised that "pan-asian unity" isn't a thing considering they "pretty much look the same" and that people that we'd consider essentially the same "race" as Japanese people (Koreans, Ainu, and even Burakumin) still are discriminated.
