Pentagon doesn't understand what memes are really about (poking fun at powerful people - something the world's most well-funded military is incapable of).

Someone probably said at some point while making the meme, " US Meme Army reporting for duty!"

    This is about on par with the design team that came up with the logo redesign for the company I work for. Millions of dollars and weeks spent to come up with an abstract logo that one designer high off their tits could one up.
