      I t's a play on hot girl summer, which was a popular song/video in 2019 . It's basically about how hot girls are going to dominate summer and be the center of all parties and really do it up.

          I honestly think Chet was more wanting it to be a summer where all the POC women get a white boy for the summer (which is not better), as a novelty. It just comes off as saying white boys are going to have a really great summer which does sound like the racist version of dudes rock.
