Hm. I've had that experience too, but also a few times when I was able to get them to say something, at least. Once because I threatened to press charges for discriminatory termination if they didn't provide cause for my getting sacked. I don't have nearly the kind of money you need to actually sue a company of course, but the HR rep in the office didn't know that.
