There are so many layers of absurdity here. Western banks breaking their Swiss cheese "ethics policies" to (make money and) help Belarus, no doubt with tacit approval from their governments, who are now wanting to put the screws to Belarus and I guess looking at these past transgressions for additional ostensible justification.
