It's wonderful too. In order to answer the survey, all the respondents who came through our Great Firewall knew their answers were being monitored. They knew to answer appropriately to raise their social credit score.

There are plenty of options! They can either refer to their local consulate, their employer, the national registry, or the completely "anonymous" hotline. If someone provides resistance, I find if I continue repeating the question with a straight face they answer in the affirmative! Must be nerves!
