From this language, it's not even clear whether this money will go to procure new weapons or to reimburse themselves for the already delivered ones. It can go either way or be some mixture of both.

Their politicians say many unhinged things, but if the push came to shove, these countries would fold very quickly under conventional weaponry, and they're too close to Russia to use nukes anyway. UK, Denmark, the Netherlands, on the other hand, that's where the politicians have been particularly dense.. But it's also just rhetoric, imo, even if F-16s come to Ukraine, they'd be too few and low impact to start a WW3.
