He's earnest and truly goodhearted, but throughout the series doesn't display any strong leadership skills. He often surrounds himself with better thinkers who can solve problems and he acts upon their solution. Master Roshi, Bulma Briefs, Piccolo, really any other member of the Z Fighters is a better leader than Goku.
He's not often in positions to look at things as large systems or problems, nor does actively attempt to do so. He's usually more of a "rank and file"/"boots on the ground" sort of guy in a political sense. He is great at interpersonal confrontation (even without trading blows or ki blasts) and communication (he has a charisma and charm that wins over people from many different backgrounds) but he's not really a big picture guy. Either out of lack of interest or lack of ability to do so. He'd be a great addition to any organization when there is actionable tasks but from a leadership perspective he's at best unproven and at worse unqualified.
All that said I'd want anyone who wants to be a leader of global organizations to have a Goku-like mentality in the sense he sees the potential of good in all beings and tries to bring it out.
Delegation of tasks, another leadership trait. Goku is something of a shadow leader, letting more charismatic people take the stage when necessary. He could easily lead more directly, but he is too interested in Earth's own autonomy to be that overt.
Super has some genuinely good moments with many characters and I also enjoy new characters like Beerus and Whis but a messy storyline , shitty powerscaling and regression of the main character makes it bad. Toriyama trying to make Gohan the protagonist during the third phase of Z was the right choice and he should've stuck to it because he finished Goku's development by the end of the Cell saga.

He got Mr. Satans help for that though? And by the end of the Buu saga, he was pretty mature as a character.
