I think most consumption of OVAs back then was through rentals, which makes a lot more sense than paying $50 in 2023 money per episode, but this is coming off of half-remembered Mobile Suit Breakdown episodes lol.
that's how the bluray industry works now, so i assume that's a carryover from back then
