    They kept schooling poor and university expensive to deflate the skilled labor pool in part to justify importing it, which continues hindering the natural development of formerly colonized or exploited places, but forgot to import or otherwise entice the foreign skilled labor. (or a periphery regional power in NATO in this specific example, but still enticed with the dividends paid on previous development paid for with theft)
