I think they believe that they can distract the populace with another spectacle and they'll forget that they were ever mad. They seem to think their focus tested libs represent the population at large.
Yeah, they were hinging upon the populace being totally cool with a genocide, but they forget that 90% of their nastiest propaganda against their enemies is accusing them of committing genocides, so the people are still quite opposed to the idea. Their own manipulation of information has worked against them.
