    Taking fewer risks because you feel less secure is the most basic idea. You ever walked carefully on ice? Driven slower because of bad weather?       A lot of sanctioned countries also don’t overthrow their governments like the US hopes for because desperation doesn’t always look like someone picking up a gun and going to war for epic democracy. Sometimes that desperation is just keeping your head down to receive the next meal.

        Obviously the answer is to increase sanctions and fund right wing terrorism. Eventually the people will get desperate enough to do what the CIA wants.
