    It's a De-Industrial Revolution (of the bourgeois yet again). The first world is meant to consume and serve and the third world can handle the rest. A new version of enclosure was done by NAFTA and similar policies but to break down these fences you'd have to travel across the world. There is no room for the working class under neoliberalism, there is only those who are upper management and above can afford to live with a small supply of absolutely desperate people fulfilling their service needs, a skeleton staff for the 1st world in general and a MASSIVE surplus population to keep it all in check. The system is designed to do what it does
