I think they know what they're doing and their strategy is "launch and launch and launch until one sticks" because one sticking will make them enough to recoup the investment into the 10 that failed. These live service games are the holy grail IF they can get one to stick.
Even if it was the greatest game in existence...there are like five of these on Steam that are free to play.

Guess they didn't learn from Destruction AllStars. Apparently the servers for that game might still be up, somehow.

Helldivers 2 this year basically proved the validity of that approach for them.
