It is and it isn't. Conservatism in this sense isn't a perfectly linear scale. For example, I would say that Japan is far, far, less conservative about sex than the US.
Characters in media targeted at children and teens can be far more sexualized than what would be considered acceptable in Hollywood, and its pretty common to see ordinary book shops with entire racks of gay erotica.
