true, but they have cities too, it sounds like it may be an urban/rural divide thing, where most rurals never enforced/obeyed the state policy in the first place (also spread out and stuff), and urban folks love to do the exact opposite of what their state government tells them to do (usually not the worst idea in Texas). I would also guess that there are city/county level mask/capacity restrictions in urban areas, but I'm not going to Google it cause I'm lazy.
