After some more reading, you're right. It seems to be standard procedure for police to have a bullet in the chamber. But yeah, still fucked up and no excuse.
You can see in the video that she doesn't chamber a round and plenty of people carry with a round already chambered.
This is still an inexcusable fuckup at best, no matter how you slice it.
