Given that this pic seems to have been taken in Germany in 1945, it's likely that this is the only thing that was available as a side to beef and mashed potatos.
Edit: Looking at the picture again and focussing on the food this time, it looks like the Russian has already eaten his mashed potatos, whereas the American has refused to partake in the salad.
