Lula had a certain interest on developing infrastructure in other Latin American countries and even some African ones (which is a common criticism from the opposition), like ports, plus on keeping close relations with China. I wonder if his government was aiming to speed up the integration of South America into the BRI. Would explain why America was hell-bent on destroying Brazil in the 10's
