It's almost certainly the same org. I went down the trail of the DPRK grifter that does this exact same thing once, and found just a bundle of CIA fronts and weird ROK religious cults funding it. Also could find no record of the person being a DPRK defector (there's another similar one that is a defector, she left when she was like 9 after her dad was caught drug smuggling and black marketeering on a massive scale.)
