First they insist that voting is the only thing that will work, then when it is clear that this is not the case, they switch to "Ok, fine, but just vote for now and we'll actually work on fixing things later. It would be inconvenient for me to have to take action now, so we shouldn't.
This was a really common form of rhetoric during the US civil rights movement I believe.
