      Wearing masks and having vaccines are unrelated events.

          That's only true when the vaccine has been established for years, because the great majority of the population wants to get vaccinated.

          Right now, the greatest impediments for vaccination are financial means, regulatory contracts and logistics.

          As an example, New Zealand has one of the greatest emergency responses to covid, but very low vaccination rate. Likely due to lack of funds while not demanding so much for it, but that last sentence is just a guess.

      Japan did good at the start of the pandemic by just keeping people out, but that made them severely underestimate vaccine production.
