From how they phrased it, they basically made it sound like their government is constitutionally incapable of actually doing a hard lock down and is unable to legally order businesses to actually shut down.
If I recall they've had more than a dozen "lockdowns" with minor legalese dumb rules to try and persuade people to not go out ranging from barring restaurants from selling alcohol after a certain time, which they can ignore and just pay a fine, etc.
