Full scale "civil war" in the US would be a world war in my opinion. Every single interested party would put in forces, Russia, China, NATO and south american factions. I even think Cuba would put troops in.
This would become a world war very quickly. And that's leaving out the domestic factions that will be involved.
It didn't have a bajillion nukes that could fall into literally anyone's hands.
Foreign powers are going to want to secure that nuclear supply. And other foreign powers are going to want to secure the people securing that nuclear supply for fear of ulterior motives. This will result in multiple competing foreign powers dumping troops into the region. And those nuclear weapons are scattered everywhere in the country, meaning Canada, Mexico and Cuba all have something nearby to be concerned about, on top of their concerns about the international powers that will come knocking.
