    They don't need to "improve" the image of something that nearly 10% of the adult population is part of. Saying improve makes it sound like it comes from a negative image in the first place when in reality it's incredibly popular to begin with they just want it to be even better, pump those numbers up, get 20% of the adult population politically educated and into the party.

      Only 20%? Fuck it, not only are we going to Xinjiang, president Xi, we're going to Guangxi and Tibet and Gansu, and we're going to Shandong and Yunnan and Sichuan. And we're going to Jiangsu and Guizho and Qinghai. And then we're going to Beijing and we're going to take back Zhongnanhai! Hyaaaaa!

        I think some realistic expectations are good! The best we could probably expect is probably a 0.3-0.5% per year. So it would be 10-20 years to get another 10% in there.
