It looks like they are taking captured civilians and/or suspected Hamas to a staging area, protected from gunfire, to be processed or questioned .They are likley blindfolded so they can't say where they were once they are released.
There is no indication that they are inspecting the building or using the civilians as shields..
This title and narrative is complete fantasy.

It was easy enough to believe, given the IDF definitely used Palestinian children as human shields in the past.
provenance provenance provenance. Video does not show why military is bringing prisoners into that building, if prisoners are kids, when it was filmed, if it's even in Gaza (one commenter says vehicles only found in the West Bank), etc. Need to know what the voiceover says and who's saying it.
For that matter, why would Israeli military need to inspect bombed-out buildings at night? Seems riskier than their normal coward's genocide of indiscriminate bombing and then raiding weak targets like hospitals.
