I don't think it's about being acquitted. The conclusion in the phase 1 study was that a leak was highly unlikely and recommended more focus should be placed on zoonotic origins. It's surprising because it seems that the phase 2 proposal, which you would expect to follow from and be based on the phase 1 study, instead went off track and asked for audits on labs.
