Yeah Jinx (mostly) rebels against authority and she's on the run from the two cops Vi/Caitlyn as well.
I'd say Jinx comes off more as the type who doesn't care about what consequences her actions will have as long as it hurts the authorities/entertains her, rather than intentionally going out of her way to violently hurt random people they're just collateral in her mind
Edit: Really the way I view Jinx is like, imagine all the league cast walking past an orphanage by themselves. A good chunk of the cast would just walk in and kill everyone, a good chunk would stop to help some (Ivern/Braum especially), and most characters would just walk by uncaring. Jinx however would be unique, she'd be hiding behind the orphanage spray painting the walls lol
