You are totally incorrect that the reason it is not possible has anything to do with CSAM.
The difficulty in creating such an applications is not some kind of guardrail implemented by Child Saving Heros.
It is simply that the only way to view a file on a given device is to download that file onto that device. There is no other way. Streaming is fake. Since the file exists on the device, it can be captured.
You know how you show photos to your relative in a way they can't steal them? Put them in a physical photo album and show them when they visit you. No phones.
