I think a lot of it has to do with orientalism and unfamiliarity. It's an easy thing to blame on a large mass of people you cannot and will not be communicating with. Cheaters exist in every area. America, Russia, Brazil, china, literally anywhere. However I think China being more "foreign" to people than other countries supercharges this more for the normal fashy gamer.
That said I'm enjoying the fuck outta the finals lol. I play at a very fucked up time in the states so I play with a lot of Chinese players and I still haven't seen a single cheater lol.
