I really feel like The Dragonborne's canon response should be to tell both factions to STFU. What does it matter which group of nobles will be taxing Skyrim's peasants a generation from now when you need to stop Ragnarok from happening?
Skyrim fails on a basic fantasy wish fulfillment level by not being able to say "fuck you" to both factions and become King of Skyrim yourself. And it wouldn't be hard for them to do so. The Blades, the personal army of the Dragonborn, are already there. That thing where you take over the bases of the other faction? That could be done, but the base is now full of Blades.
