That's sad to me. These people didn't know what the fucking night sky looks like because we've ruined it with shitty night-lights, and now allow it to be littered with billionaire space-trash.
Many of our streetlamps just need to be re-fitted to have better top-covers to keep the light mostly on the ground where people are walking/ driving, and out of the sky to minimize light pollution. There will always be some areas with a worse view than others, but it's just comically dystopian that people would be scared of the night sky because they didn't know what it was from all the lights on normally.
You're right, it is a safety thing. Really remaking cities and such into dense urban area will help, as there would be more areas without light pollution. In addition, better street lighting fixtures and such can help to reduce light pollution.

Higher-wavelength lights would also help. Some towns with observatories use amber-colored streetlights to decrease interference
