It can't be so. All wizards are English and have a posh accent. This can be proven by the part where Hermione is lecturing her friends about how "it's levioh-sah not leviosah". What she is really getting at, is that if you have an accent, or English isn't your first language, the spells will not work.
My wife used to be really into harry potter and I asked what the lore about pronunciation of spells was. I don't think there is any outside of Hermione being a pedant.
