    It's because it's caused by a defensive anti-surveillance weapon.

    Obviously nobody can admit this, as it would make State and the intelligence community look bad. So far they've managed to turn a sow's ear into a silk purse by blaming it on the commies or TEH ROOSHINS, which has worked out really well for them.
