If I had to explain what I think their logic is, I think someone else said it, but oral can be seen as "submissive" (or whatever) because you are mostly giving your partner pleasure which I guess can be seen as servile.
But like...there are "dominant" ways to give your partner pleasure...so again, it's kind of silly.
The dominant way to give pleasure with oral would be to control when your partner orgasms or to make them cum repeatedly, neither of which they could do anyway which is why they stay far away
