At around 0:20 I'm pretty sure you can see his pistol's magazine drop free to the ground. I guess while pistol-whipping the guy (which is perfectly normal behaviour and not at all fucking insane) he managed to hit the magazine release... Utterly incompetent, I can't tell if he has his finger inside the trigger guard, but maybe the only reason he didn't actually shoot anything is that he didn't even have a round chambered.

i went back and rewatched and his magazine definitely fell out.
