Our legal weed is shittier and more expensive than the 'black' market (it's a very very verrrry grey market). Unless you're moving bull or are have like, no middle men there's not really any money in selling weed. Most people basically just cover their own smoking with it. According to waste water tests, we consume the most weed in the country here, even before legalization it was pretty much looked the other way on.
