    This was written in context of the civil war and the horrible famine that was breaking out at the time.

      It was actually in the 1936 constitution too. It's a catchphrase that is meant to show that the working class is now the dominant class (the bourgeoisie don't work) and that no one is entitled to anyone else's labor.

      Anyone who tries to present this as anything other than a clear indicator of the class composition of the Bolsheviks is trying to sell you a bridge. Especially because this phrase was always followed with explanation of welfare systems and conditions where it doesn't hold.

      The idea is that this is the baseline and everyone is taken care of from there. Anyone who tries to accumulate capital through others labor will be starved and the bourgeois class they belong to must vanish.
