National security adviser Jake Sullivan said in a speech in July that the Biden administration is “looking at the impact of outbound U.S. investment flows that could circumvent the spirit of export controls or otherwise enhance the technological capacity of our competitors in ways that harm our national security.”
This national security adviser pushing this stuff is extremely xenophobic. Any crazy export regulations he concocts would just push chip capital to other countries, then we really wouldn't have shit.
