Abstaining are: Austria, Germany, Italy, Finland, Croatia, Bulgaria, Romania, Japan, and France. Also Spain and i guess technically San Marino and Andorra. In terms of nations with major contributions to the Axis powers or with large enough collaboration movements that voted abstain: Poland, Estonia, Hungary, Greece, Switzerland, Slovakia, and Ukraine

That's not getting into nations occupied by the Nazis like both former Czechoslovakian nations, Lithuania, and fucking Albania. Hoxha please wake up, we need you. Really just the whole of occupied nations, major collaborators, and literal Axis members all seem to have abstained or voted against.
