Having "too many" people who can work should never be considered a problem in the first place, and it's only capitalism that makes this into a problem.
If we didn't organize our economy around workers competing with each other on the labor market to sell their bodies to a capitalist who will run them into the ground for as cheaply as possible, and instead had workers democratically organizing their own labor, then having more people than you need in the labor pool just means everyone is able to work less.
