Have you tried downloading DS4Windows and seeing if that gets your PC to recognize the controller?

Steam should natively work and recognize a PS5 controller without issue though, so I wonder if it is perhaps a port issue. I'd definitely try a new usb port on your device (as I know I have run into cases where I plug something into the same port I've used previously, so Windows doesn't bother to see if it needs to have the drivers reinstalled/updated, and it thus doesn't work - but if you move it to a brand new usb port, suddenly you'll get it installing the drivers and working without issue)
Those two things would be my first steps. See if DS4 will recognize it, if not try switching ports?
