It's okay recycling (at least in the US) is a scam and doesn't actually help the environment in any way (because it's for profit and only things that are profitable are recycled, which in most cases is just aluminum, with everything else going to the dump)
Yes, they offshore a lot of say plastic (also toxic wastes) that they deem unworthy to recycle to sites in the developing world.
