Yeah, I would lean heavily on this being a real document. I wouldn't put it above the KGB to use disinformation if they really wanted to for some purpose, but this document already fits with what we now know the CIA had done in Operations Gladio and Northwoods, and a prominent former CIA official said that he believed the document was real. Also, if the KGB were releasing forged documents like this, you'd think they would have had a more deliberate push in Soviet media outlets or among Soviet officials, but it doesn't seem like much of that really happened in this case.
What's also telling is that this is almost never brought up as an example of KGB disinformation (unlike "Operation INFEKTION" is), but you know they would otherwise love to use this to show how devious those dirty Rooskies really are. There must be some reason the US media/natsec community doesn't seem to want to ever talk about it publicly.
Anyone who believes the CIA (when they try to make themselves look good) is an idiot and deserves to be bullied.

On the other, super hilarious for the KGB to have infiltrated Glaidio so much they were slipping fake terrorism manuals to their commanders for the flex.
