The government really dosen't care if you go around the firewall, like YouTube is blocked in China but there is a shitton of Chinese content on there. It's still partly about information control but now a big reason to continue it is to keep foreign tech companies out of the Chinese market and allow development of a native tech infrastructure. They would rather people call it "authoritarianism" instead of protectionism becuase the latter might trigger some trade sanctions.
