Nah when racist people from South Africa talk about "the elites" they mean rich black people, government officials, and affirmative action, known as BEE in South Africa. Or depending on how severe the brainworm infestation is, any black person not living in a shack.
The modern ANC government definitely is very corrupt and enriches high ranking members at the expense of public funds. And don't have the interests of the average South African at heart. But SA chuds use this as an excuse to go full racist.

Yeah pretty much, including the past SA government. Actually bankrupted the country fighting our own version of the Vietnam war in Angola and Namibia. Plenty of corruption as well. And left the new SA government with all the debt.
