I mean, fighting has been going on in Donetsk and Luhansk for years, now. I imagine it's likely that both sides have been getting aid, training, or intel from outside of Ukraine for a while now. You could say that there's been a proxy war for just as long. I think Biden might just be playing with the possibility of escalating it.
